Kerala Governor Arif Mohammad Khan will take action against Kalamandalam Deemed University Vice-Chancellor Dr TK Narayanan for ignoring his instruction to give an explanation in person at the Raj Bhavan.
The governor discussed with his lawyers the steps to be taken and the legal aspects of the matter. The governor, who left for Chennai, is expected to receive legal advice by the time he returns on March 16. The Raj Bhavan is of the view that the action of the Vice-Chancellor will lead to wrong practices.
The Chief Minister, ministers and other senior officials will visit the Raj Bhavan if requested by the Governor. The governor felt that the vice-chancellor displayed arrogance by not coming to the Raj Bhavan despite his request. As the Kerala Service Rules apply to the VC, the Governor can also suspend him.
He can also expel the VC by launching an investigation by a panel of persons of similar rank to a High Court judge. However, special permission of the UGC is required to take action against the deemed University VC. Such steps will take time. The term of the Vice-Chancellor expires in May.
