The join directors in Local self-government department will be increased from 25 to 44 with the notification of special rules for consolidation of the department. With this, the joint directors will have more responsibilities. Posts for this purpose were created but officers were not appointed as there were no specific rules. Department Promotion Committee (DPC) officers will be promoted to Joint Director post.
Posts like District Heads, Corporation and District Panchayat Secretaries are equivalent to Joint Director post. The post of Joint Director in the State Election Commission and the post of Secretary in the District Development Authorities are also held by the Local Joint Secretaries. The district panchayat secretary, which was a deputation post, also became part of local department. All the officers in this post can be transferred.
The posts of Gram Panchayat Secretary, Block Panchayat Secretary, Municipal Secretary (Grade 3), Senior Superintendent, Deputy Municipal Secretary, Deputy Corporation Secretary etc. can also be appointed interchangeably. 40 per cent of secretaries will be appointed directly.
Principal director is the chief at the state level. With the notification, the posts of Panchayat Director, Urban Affairs Director and Rural Development Commissioner have been abolished. They were replaced by rural and urban directors. These posts will be filled by IAS officers.
