Islam forbids men from taking a gaze at strange women. By accident, if a man’s gaze falls on a woman, then he should avoid taking a second look. This will be treated as adultery.
Sexual Etiquettes in Islam brought out by Islamic Book Service (P) Ltd states that at times when a man’s gaze falls on an attractive woman, it causes “excitement of the passion”. If it causes arousal, the Hadith says: “When women emerge outdoors, they appear in the form of Shaitaan, thus if any of you accidentally gaze at her and take fancy to her, he should consort with his wife, for she has the same that the other woman has.”
Contrast this with Hindu morality. The Hindu scripture says
Matruvat paradeshu ….
(Treat other’s wife as your mother)
