The IAS Association has shot a letter to the Chief Secretary to lodge their protest against the transfer of Survey Director, Prem Kumar, from his post. The letter asks the Chief Secretary not to transfer IAS officers in violation of the rules. It also blamed that the Civil Cadre Management is not right and that the frequent transfers will harm the administration of the state.
The IAS Association in its letter says that no officer must be transferred before two years of his or her posting. If the officer is to be transferred then the mandatory rules must be followed. It also reminded the Central government’s order that an officer be allowed to serve at least for two years in a post.
However, this stipulation of the central government is not being followed in Kerala.
The letter also states that, though Civil Service Board is functioning in the state, its work is not satisfactory. The IAS Association said that officers, especially junior officers are being transferred frequently and thus they are not getting the required experience in a post. This complaint was also raised in the Managing Committee meeting of the IAS Association.
