KOCHI: The amicus curiae appointed by the Kerala High Court to investigate the possible cause of the flood that hit Kerala the last monsoon submitted their report blaming the Kerala government for its negligence in the management of dams. The report says that the elevated reservoir storage that was later released resulted in the flood that marked the most devastating flood in the state.
The report says that the arguments filed by the government agencies ignored the safety measures to have flowed and were not in accordance with dam specific rule curves. The report also criticizes the government for no proper follow-up action and effective protective measures for evacuating people and accommodating them in safe locations.
The amicus curiae, in the report, suggest judicial inquiry by an independent expert inquiry committee headed by a former judge of a superior court and that consists of experts in hydrology, dam management and dam engineering. Petitions including that of E Sreedharan, popularly known as Metro Man who argued the flood was manmade, are pending before the court.
The report has posed a major setback to the CPIM led Kerala government especially when the elections are on the doorstep.
