Amid tightened security in the state, National Register of Citizen (NRC) was released in Assam this morning. While names of 3.11 crore applicants have been included in final NRC, 19.07 lakh have been excluded. However, the government has informed that any one person who is not satisfied with the outcome of the claims and objections can file an appeal before the Foreigners Tribunals.
Naturally, a question arises, what happens to the people who are out of the register. Here is an analysis:
The terror caused by the external forces has been a threat to the nation since independence and have gained much importance during the last few years. The purpose of the National Register of Citizens (NRC) is to identify cross-border illegal migrants who entered Assam illegally and settled in the state. They are here for the purpose of livelihood, however, there are a number of anti-nationals too.
Here is the criteria – anyone who was born in Assam before March 25, 1971, or whose parents were born in Assam before this date and had their names registered in the voters’ list will be eligible to be included in the NRC. For those who fail to provide documentary evidence for this, they will be excluded from NRC. People who are excluded will be directed to Foreigners’ Tribunals, who would decide their fate.
As far as now, 19 lakh people in Assam who have been excluded from the final NRC now have the option to file appeals in the Foreigners’ Tribunals and provide documentary evidence that shows they meet the citizenship requirements of the NRC. Officials have also said that they can approach the Guwahati High Court or even the Supreme Court in case they are not satisfied with the response of the Foreigners Tribunal.
An estimation made in the year 2000 placed the total number of illegal Bangladeshi immigrants in India at 1.5 crores, with around 3 lakh entering every year, the very figure itself points out to the drastic result if this continues in the coming years. The rule of thumb for such illegal immigrants is that for each illegal person caught four get through. While many immigrants have settled in the border areas, some have moved on, even to faraway places such as Mumbai and Delhi.
