Custodial torture of soldier in Kerala: Commissioner’s report favours police, says none witnessed attack

In the Kilikollur custodial torture case, the inquiry report of Kollam city police commissioner favoured the police officials who allegedly manhandled a soldier of the Indian Army and his brother. In the report submitted before the Human Rights Commission, the Kollam City police commissioner Merin Joseph confirmed that soldier Vishnu and his brother Vignesh were assaulted at the police station, but the attackers could not be identified.

The State Human Rights Commission had demanded the police to submit a report within 15 days after Vignesh lodged a complaint at the commission.

Kilikollur police had earlier asserted that the complainants were attacked from somewhere outside the station. However, the report pointed out that these claims were false. Though the report noted that the attack happened inside the police station, it pointed out that there were no witnesses to the incident.

A police officer had summoned Vignesh to grant station bail to an MDMA accused, who was Vignesh’s friend. However, Vignesh refused to provide surety for the bail after perceiving that it was a drug-related case. He was waiting to appear in the next level of constable test following a written examination. Soon his brother Vishnu also arrived at a station and a brawl broke out when the brothers attempted to leave the station.
